To allow farmers to receive the EU - European Union CAP fundings, a complex IACS (Integrated Administrative Control System) must be implemented at national/regional level. These Systems must integrate different geo-information for a dynamic managing of cultivated surfaces, crops, type of environment protection measures applied, etc., performing several geo-thematic analyses and inspections up to detailed scales. Leveraging on these systems, EU member states can perform mandatory operations for checking crops and farmers correct behaviour, and then EU officers enable the final funding transferring to each country for farmers payment.
LPIS MANAGEMENT
e-GEOS, for supporting the subsidies aid-application, provides solutions dedicated to both farmers and Public Administration, aiming at managing and monitoring the single farmers declarations compliance versus regulations and requirements.
Particularly, solutions based on Earth Observation by airplane and satellite are applied for the Land Parcel Identification System- LPIS set up and its updating. E-GEOS has developed open SW tools focused on this agronomic land use map at large cadastral scale (1:5.000/10,000); in addition, a robust interpretation expertise to complete the “wall to wall” 70 thematic classes mapping for Italy has been set up;
e-GEOS has also developed interactive decision making tools, such as a Geo Data Warehouse system, which allows immediate simulation of agro-environmental changes when the local conditions vary, triggered by both natural and human constraints.
DECLARATION APPLICATION
e-GEOS provides Public Administrations with a complete compliance analysis for the Common Agricultural Policy declarations’ application.
Single farm crops and parcels are analysed through a multi layer and multi data GIS, for both PAC Single payment schemes and Rural Development measures. In addition, well processed EO data allows local Good Agricultural Environmental Conditions (CAP GAEC) detection and evaluation. In Italy, e-GEOS/Telespazio solutions, together with other partners, have been adopting for supervising each year the agronomic subsidies to more than one million three hundred thousand of farms.
Particularly e-geos is able to realize a risk based selection of samples for CAP Controls, a multitemporal and multi source satellite selection, immediate processing for ortho-rectification and national GIS overlapping, ready to the requested analyses.
Several agro-environmental conditions can be moreover verified, through Remote Sensing, such as local pollutions, erosion, trees logging, traditional landscape elements protection, etc. to deal with the GAEC EU policy.
